I've noticed the Bush administration makes a point of saying that "all options remain on the table" with regard to what options the administration may employ to get compliance with its agenda from rogue states or adverse individuals. This seems a prudent policy since it allows for as much leverage as possible during negotiations.
Speaker Pelosi, why have you taken the opposite approach and taken impeachment "off the table"? Doesn't this significantly limit your negotiation leverage? If not, why not?
