NIH Funding for Embronic Stem Cell Research

We have a bill on the new President's desk and he signs it. What will be the worth of this new authorization for embryonic stem cell research without heavy congressional appropriations for this specific research? What are the chances for adequate funding to the NIH for this purpose? Norman Palmer, Chief Executive, the Stem Cell Partnering Series, La Jolla.
