Exess revcenues can go to pay off the national debt and cut the income tax from the bottom up.

Rasing taxes will do nothing to counter loading the atmosphere. We may contribute to the CO2 as a country but the other countries around the world will not do anything to help. Raising taxes will only hurt our economy. It will not stop global warming.
Whether or not we drill by the coast or in ANWR the price of petroleum will continue to rise as more and more Indians and Chinese take up driving.
Demand is rising and supply cannot catch up.
The government deserves their share of the revenue from fuel as the price inevitibly climbs, else failure to take their share can be regarded as subsidy.
