What has "taking impeachment off the table" accomplished?

Why not adopt the Bush administration approach of keeping "all options on the table" when discussing impeachment?

I've noticed the Bush administration makes a point of saying that "all options remain on the table" with regard to what options the administration may employ to get compliance with its agenda from rogue states or adverse individuals.
