Exclusivity Provision on FISA

Madam Speaker,

You and others, including Senator Feinstein, have repeatedly referenced the exclusivity provision of the proposed FISA bill as a protection against lawbreaking by this administration.

Given the fact that the original 1978 bill already had a similar exclusivity provision, and that this administration has already claimed the authority to violate any law it chooses, two questions arise:

1) Why do you expect this exclusivity provision to offer any more protection than the original one did; and
2) what will Congress do over the next six months to restore its relevance in the "checks and balances" system of American governance?
